“The Promotion isn't exactly the sort of high-concept comedy that's all about, oh, I don't know, an Israeli commando-turned-hairdresser. But that's actually one of this low-key, oddball indie's strengths: It's totally down-to-earth, as real as a trip to the supermarket. Which, in fact, is where a good deal of the Chicago-set comedy takes place: at Donaldson's, a grocery that prides itself on customer satisfaction, and which is in the process of opening a new store... Doug and his wife, Jen, are a perfectly nice couple ready to buy into the American Dream. A promotion to manager would bring in enough to afford a down payment on a house - just. And Doug thinks he's a lock. Enter Richard - a Canadian, no less - and his wife, Laurie. Richard shows up at the store, pins on his assistant manager's nametag, and suddenly Doug's prospects for advancement aren't so certain anymore... The Promotion uses the structure of a workplace comedy to pose gentle moral and ethical questions about treating people right (or wrong), about honor and ambition, truth-telling and back-stabbing. Scott, the go-to guy in broad farces, brings dorkiness and decency to this quieter, subtler role - you feel for the guy. And Reilly is variously funny and tragic as he tries to stay on the straight and narrow, in pursuit of a job that he needs for both his economic and mental well-being.” - Steven Rea, The Philidelphia Inquirer

Seems to be much Conservative – Liberal tension around here…maybe this thread will elicit a more civil discussion.

What does everyone think of the prospects of the NDP? Will they gain support because of a perceived weak Liberal leader, or lose support (and seats) due to more strategic voting. I think the latter will happen. I find their initial strategy pretty odd…essentially ignoring the Liberals and attacking the Conservatives. I really don’t think there are too many voters out there who are torn between NDP and Conservative. The only way the NDP can gain support is by taking it from the Liberals or possibly the Greens.

What about the Bloc? I think (and hope) the Liberals and Conservatives will kick their sorry arses out of existence. Cannot see their prospects improving at all....

I'm hoping we get a Majority one way or the other as our Government has to start focusing on their agendas not spending all their time trying to keep themselves in power. Harper and Layton had great outdoor backdrops for their first comments on the election while Dion's comments were held inside a building on a very beautiful sunny day in Ottawa which didn't seem to be a very good setting for someone pushing a clean environment? On PEI I'm thinking MacAulay and Murphy are easy Liberal wins ... Easter's seat will be a little closer this time and Egmont will depend on how the National campaign looks nearing the end. I concur with Harper that it's going to be a tough fight and I expect we're going to see some US style ads in both print and the electronic media. The Liberals have to shift away from the "green shift" as no one understands it and they have to focus on what they can do for Canadians....
Vote set for Oct. 14th Harper expects tight, tough election

Federal election day after Thanksgiving is 3rd in just over 4 years
CBC News
Canadians will head to the polls in a general election on Oct. 14, Prime Minister Stephen Harper said Sunday in Ottawa after meeting with the Governor General.
Harper made the announcement outside Rideau Hall after his conversation with Michaëlle Jean.
"Her Excellency, the Governor General, has seen fit to dissolve Parliament," he said.
The vote will take place one day after the Thanksgiving holiday.Liberal Leader Stéphane Dion says the Oct. 14 election may be the most 'crucial' campaign in election history. (CBC)
"Between now and Oct. 14, Canadians will choose a government to look out for their interests at a time of global economic trouble," Harper said.
When asked about what the outcome might be, the Conservative leader said, "We believe it is going to be a tough election. We believe it will be a tight election. And, yes, we believe in all likelihood it will be a minority."
Before taking questions, Harper paused briefly to praise Canada as the "best country in the world," and said serving as prime minister has been an honour.

......................Drew Gray
BELLEVILLE, ILLINOIS -- Even though he's just 52 pounds and 49 inches tall, Drew Gray wasn't hard to spot at Yorktown Golf Club last Sunday: He was the golfer celebrating his first hole-in-one -- at age 5.
He did it on the 75-yard sloping No. 5 hole -- a long stretch of green for a Swansea kindergartner.
"I didn't know what it was going to do, then it went in," said Drew, a lefty.
But as a golfer himself and someone who has never shot a hole-in-one, Chad Gray is philosophical: "If I'd been there, maybe it wouldn't have happened."

A good portion of this golfing family was there to act as witnesses, including Laurie Gray's aunt and uncle, Ruth and Jon Hanft (who works at Yorktown); Drew's 7-year-old brother, Evan; and younger sister Reece, 2.

"She rides in the cart with her plastic clubs," said Chad.

Yorktown owner John Bethard verified the hole-in-one. Drew hit the ball off the red tee, the one closest to the hole, he said.

"It's 75 yards, with the tee slightly above the green. It slopes down to the hole. Then it's relatively flat," Bethard said.

It's a first by someone so young at the course. Plus, Bethard has a bit of bragging rights himself.

"Drew was in our golf camp this summer for 4- to 8-year-olds." His brother, Evan, also took lessons.

Jon Hanft's only advice to his great-nephew Drew that day was to give the driver a shot, he said.

"He hit it and it tracked straight for the hole and went in," he said, grinning. "I got a hole-in-one last year ... but I had to play a lot longer than he did to get it!"

TAKING THE CENTRE OF POST-TROPICAL HANNA ALONG A PATH ACROSS
NEWFOUNDLAND TONIGHT AND THEN MOVING ALONG EASTWARD WITH THE

I stole this idea off of Barack Obama. Feel free to add more that I've missed. Some argue that the Conservatives have a hidden agenda. I think their agenda is quite clear.

If you are a woman, under a Conservative government, you're on your own:
The federal Conservative government says it will no longer fund women's groups that do advocacy, lobbying or general research.

http://www.cbc.ca/canada/story/2006/10/04/tory-funding.html

A department significantly hit was Canadian Heritage. The department's Status of Women Canada, an agency which promotes gender equality, stands to lose $5 million from its annual $23 million budget.

http://www.ctv.ca/servlet/ArticleNews/story/CTVNews/20060926/spending_cuts_060926/20060926

If you are an artist touring abroad, under a Conservative government, you're on your own:
The Conservative government has announced it will no longer fund a federal program that subsidizes international promotional tours of Canadian artists.

http://www.cbc.ca/arts/artdesign/story/2008/08/11/promart-cut-tories.html

If you are habitat for wildlife, under a Conservative government, you're on your own:
The budget for the National Wildlife Areas, a program that protects nationally significant habitats for wildlife and birds, has been slashed from $1.9 million to zero.

http://www.cbc.ca/news/yourview/2007/09/environment_canada_budget_cuts.html

If you do wildlife work and care about wildlife and animals, under a Conservative government, you're on your own:
Serious budget problems at Environment Canada are threatening wildlife programs and services within the federal department, freezing allotted money for some and reducing funds to nothing for others, CBC News has learned.

http://www.cbc.ca/news/yourview/2007/09/environment_canada_budget_cuts.html

If you are an artist, under a Conservative government, you're on your own:
The Canadian arts community is reeling again after learning yesterday that the Harper government is cutting another five cultural funding programs – in addition to two dumped last week, and totalling as much $20 million – that will make it even more difficult for Canadian musicians, composers, artists and filmmakers to compete in the international marketplace.

http://www.thestar.com/News/Canada/article/479754

If you can't read, or have reading difficulties, under a Conservative government, you're on your own:
The PEI Literacy Alliance has found out that all of its federal funding has been cut, about $100,000 of its $140,000 annual budget, effective last Monday.

http://www.cbc.ca/canada/prince-edward-island/story/2006/09/28/literacy-funding.html
Federal spending cuts jeopardize the welfare of adult Canadians with low literacy and undermine Canada’s economic future, say ABC CANADA Literacy Foundation and the Movement for Canadian Literacy, a national group representing provincial and territorial literacy coalitions and learners throughout the country.

http://www.abc-canada.org/en/media/releases/2006-10-04

If you are a summer student looking for a job, under a Conservative government, you're on your own:
NDP MPs condemned the Harper government today for cutting crucial summer employment funding to non-profit organizations, community groups and small local businesses across the country. Organizations began receiving notice yesterday of their ineligibility for funds to hire summer students through the new Canada Summer Jobs Program established by the Conservatives.

http://www.ndp.ca/page/5306

A total of $1 billion was cut from the federal budget, including $55.4 million from the Summer Career Placement Program, and put towards debt payment.

If you believe a safe injection site is a way to help addicts, you're on your own:
"Allowing and/or encouraging people to inject heroin into their veins is not harm reduction, it is the opposite ... We believe it is a form of harm addition," Clement told reporters at the WHO event, according to the Globe and Mail.

This is the last night for this film.

Rated: Parental Guidance (Mature Theme)
Runs: 101 minutes
Director: Sarah Gavron
Country: UK
Released: 2007
Starring: Tannishtha Chatterjee, Satish Kaushik, Christopher Simpson

“Brick Lane stems from Monica Ali's debut novel, which was shortlisted for the Man Booker Prize for Fiction in 2003. Where her book follows the life of Nazneen, a Bangladeshi village girl who moves to London at age 17 for an arranged marriage to an older man, the film version chooses to focus on a single fateful year, 2001, to capture the essence of how Nazneen, now a mother of two daughters, finds her identity, her strength and her voice after years of self-sacrifice. The film has genuine warmth in its portrayal of this woman and her family and wisdom in how it subtly makes its points without resorting to melodrama.... Flashes of Nazneen's idyllic childhood in Bangladesh, playing carefree with her beloved sister, run through the film, in sharp contrast to her East London home - a grim, unlovely street named Brick Lane and a mean flat, hemmed in by too much furniture and her husband's unjustified yet boundless optimism. Nazneen has made a peace of sorts with her destiny... Letters from her younger sister back home give Nazneen a kind of parallel life. For her sister rebelled against family and ran off for true love, rejecting an arranged marriage. Then everything changes for Nazneen when the passionate Karim enters her life... He is much more assimilated into British culture, yet is angry at the racial intolerance... Hesitantly yet excitedly, Nazneen falls into an ardent affair with Karim. For a time, she and her sister no longer live such different lives. Can this love for Karim save her?... Beautifully acted and written.” - Kirk Honeycutt, The Hollywood Reporter

Harper’s managerial acumen in a slowing economy will be pitted against Dion’s “Green Shift” plan — designed to shift taxation off income and on to greenhouse gas-emissions.
Harper said now is not the time to gamble on Dion’s plan.
“The opposition insists on large-sale spending and a new tax. But even they admit that their carbon tax proposal is a work in progress,” he said. “This tax will pack a cost on to every expenditure every family and every business makes.”

Increasing spending will help the economy, not slow it down which I guess harper wants!...

What is going on? Why are we in such trouble? Why are the rich getting richer and the poor poorer? Why is our financial system in such disarray? Is this just a blip or is it part of something greater? How much trouble are we really in? What does this mean as we vote in the next months?

It is not a blip. It will get much worse. I say this because we have been here before. There is a pattern to what is going on.

[Click for image]

In 1288, a great civilization was building cathedrals like Chartres. Great Universities were founded like Paris and Oxford. Great Kings ruled like Henry II of England, Frederick Barbarossa of Germany. The invaders of Europe, the Magyars, Saracens had been stopped. Europe was expanding - the first crusade and the establishment of the Kingdom of Jerusalem. The economy of Europe was taking off.

After the pall of the Dark Ages, energy was returning. With this new energy and confidence, the population began to expand.

But in 1348 Europe tipped over starting a crash that unfolded as one of the most terrible socio/economic adjustments ever experienced.

By 1348, the entire financial system was in ruins, war and banditry of the most awful type had become normal. Wages had lagged, the states had become bankrupt. But the wealth had concentrated into a few privates hands. The price of goods had fallen but the price of food and of energy had exploded. In this weakened state, 3 years of cold and rainy summers pushed the people to the limit and in 1348, the plague appear. By 1400 the population of Europe had fallen from 80 to 60 million.

David Hackett Fischer's research shows us that this crash was not unique and that it is one of a series of several "waves" of growth and collapse that occur in human history. What is happening to us today can be understood in this context. (I summarize his thesis here)

So what is the pattern?

Like all systems, there are long periods of equilibrium. The growing good times of the medieval world gave people confidence. With confidence, the birth rate increased and the population began to rise.

With a rise in population strains appear. Food and energy are most likely to rise. Wages and Manufactured goods do not rise as fast. Makes sense doesn't it.

In the 14th century the feedback from higher energy and food was more immediate than now. Once the easy wood had been cut, energy prices rocketed. With a very local food system and no machinery or chemicals, there was little chance of rapid expansion. So as population grew so did the price of food.

Landowners did well. All their serfs had to use the "company store" the owners owned not only the lives of their serfs but the mills and the monopoly power to prevent serfs from doing any business except with them. Business and capital boomed.

The poor got poorer - the rich got richer. Governments got poorer because the rich got exemptions from tax and the costs of governments - incessant war - kept going up.

To keep the system going, Monarchs debased the currency. Inflation took off and confidence in money fell. The whole edifice was kept going based on a very sophisticated banking system. The smart folks on Wall Street today were in Italy then.

But then as now - in the end the financial shell game had to end.

In 1298 the Bear Stearns of the time, the Gran Tavola of the Buonsignori Bank in Siena, stumbled and was rescued. In 1307 it collapsed bring down many with it. For a while the shell game was resumed by the Florentine banks - including the Bardi, the Peruzzi. But by 1302, the Florentine banks began to fail too. In 1343 and 1346 the largest of these collapsed.

The system was stretched to the limit. There was no cushion left.

In 1348, the final blow fell.

The Black Death hit Europe like a tidal wave. Population did not just fall in 1348, it fell for the rest of the century.

Does this pattern not fit our own experience?  In fact not only does it not fit but this has happened many times before.

[Click for image]

But never has the set up for the fall been so great.

So when we hear the commentators say that this is a blip - don't believe them. When a politician promises to restore wages - don't believe him.

I don't think there are any neat fixes. History tells us that there is going to be a very hard landing indeed. So what to do?

The short answer is to take back our local power. If we rely on the "System" it will take us down.

I will do my best in time before the elections to explain why I think that breaking free from credit, from oil and from factory food on PEI is a model for coping with what will come that all communities can apply.

I don't think we can stop the fall but we can I hope take charge of what we can control.

3. PUBLIC WEATHER IMPACTS AND WARNINGS SUMMARY POST-TROPICAL STORM
HANNA IS BRINGING PERIODS OF HEAVY RAIN
TO CAPE BRETON AND IS SPREADING INTO NEWFOUNDLAND. RAINFALL
WARNINGS ARE IN EFFECT FOR PRINCE EDWARD ISLAND NORTHEASTERN
NOVA SCOTIA AND SOUTHERN AND CENTRAL NEWFOUNDLAND. TOTAL
RAINFALLS OF 40 TO 60 MM ARE FORECAST FOR REGIONS OF
NEWFOUNDLAND AND LOCALLY HIGHER AMOUNTS ARE POSSIBLE. WINDS
GUSTING UP TO 70 KM/H CAN BE EXPECTED OVER EASTERN NOVA SCOTIA
MOSTLY NEAR THE ATLANTIC COAST.

THERE HAVE BEEN REPORTS OF LOCALIZED FLOODING ACROSS SOUTHERN
NEW BRUNSWICK AND NORTHERN NOVA SCOTIA AND NUMEROUS REPORTS OF
DOWNED TREE BRANCHES AND SOME POWER OUTAGES.

4. MARINE WEATHER IMPACTS AND WARNINGS SUMMARY
GALES ARE FORECAST OVER MARITIME AND NEWFOUNDLAND WATERS SOUTH
OF THE TRACK OF POST-TROPICAL STORM HANNA FOR THE REMAINDER OF
THE AFTERNOON AND TONIGHT. GALES WILL PERSIST OVER SOUTHERN
EASTERN WATERS OF NEWFOUNDLAND ON MONDAY.
WAVE HEIGHTS ASSOCIATED WITH THESE WINDS HAVE REACHED 5 TO 6
METRES OVER WESTERN AREAS AND WILL SPREAD EASTERN TONIGHT.

5. TECHNICAL DISCUSSION

A. ANALYSIS
THE CENTRE OF HANNA IS OVER THE NORTHUMBERLAND STRAIT AND IS
WELL PLACED BY SURFACE OBSERVATIONS. HANNA HAS BEEN A TYPICAL
AND WELL BEHAVED EXTRA-TROPICAL SYSTEM. LATEST RADAR DATA
SHOWS THE BULK OF THE HEAVIEST RAIN IS LEFT OF THE STORM'S
TRACK AND THE STRONGEST WINDS HAVE BEEN OBSERVED TO THE RIGHT
OF HANNA'S TRACK.

B. PROGNOSTIC
THE GREATEST CONCERN WITH POST-TROPICAL HANNA IS RAINFALL.
COMPUTER MODELS HAVE BEEN VERY CONSISTENT WITH REGARDS TO THE
TRACK AND INTENSITY OF HANNA..WITH THE CONSENSUS TAKING THE
CENTRE OF POST-TROPICAL HANNA ALONG A PATH THROUGH THE GULF
OF ST LAWRENCE TO CLIP THE NORTHERN EDGE OF CAPE BRETON THIS
EVENING AND AND ACROSS NEWFOUNDLAND TONIGHT AND THEN MOVING
ALONG EASTERWARD WITH THE 500 MB FLOW ON MONDAY. A SHORTWAVE
TROUGH IS FORECAST TO BEGIN INTERACTING WITH THE REMNANTS OF
HANNA IN ABOUT 24 HOURS AND FORM A TRAILING BAROCLINIC STORM
OVER THE NORTH ATLANTIC.

C. PUBLIC WEATHER
SEE ABOVE.

D. MARINE WEATHER
THESE WIND RADII REPRESENT BOTH HANNA AND THE LARGE SCALE CIRCULATION
AT THE OUTER EDGES OF THE STORM.

So now the US Government is in effect bailing out not just Freddie Mac and Fannie Mae but the entire US banking system. Can they do this? Is the credit of the US Government up to the immensity of the task?

Here is why I don't think so. The disconnect between historic norms is too great. There will be a huge adjustment in value and with it a huge social dislocation. No wonder Mr Harper did not wait until next year to call an election.

So for all of you who feel that personality is the most important issue when casting your vote - I beg you to ask - "Which candidate do you think might have the best chance of coping with the meltdown of the world financial system?"

Now I know this is a fairly long article and the rapid right supporters probably won't have the fortitude to actually read the whole thing, but seriously they should.

This is the true Steven Harper, don't be fooled by this "family" man. It's just a ploy to try to achieve his agenda. Get that .... it's not an agenda for Canadian public. It's an agenda to further his and his cronies self interests.

Just read the damn story. I have edited (removed a few paragraphs) the story for this post. The link leads to the full article. It was published in Nov of 2005, but I'm sure it still rings true... I mean really, Harper is not a flip flopper is he.

http://thetyee.ca/Mediacheck/2005/11/29/HarperBush/

What do close advisors to Stephen Harper and George W. Bush have in common? They reflect the disturbing teachings of Leo Strauss, the German-Jewish émigré who spawned the neoconservative movement.

Strauss, who died in 1973, believed in the inherent inequality of humanity. Most people, he famously taught, are too stupid to make informed decisions about their political affairs. Elite philosophers must decide on affairs of state for us.

In Washington, Straussians exert powerful influence from within the inner circle of the White House. In Canada, they roost, for now, in the so-called Calgary School, guiding Harper in framing his election strategies. What preoccupies Straussians in both places is the question of "regime change."

Strauss defined a regime as a set of governing ideas, institutions and traditions. Is regime change possible through the electoral process? It's happening in the U.S., where the neocons are succeeding in transforming the American state from a liberal democracy into a corporatist, theocratic regime. As Canada readies for a federal election, the question must be asked: Are we next?

The Noble Lie

Strauss believed that allowing citizens to govern themselves will lead, inevitably, to terror and tyranny, as the Weimar Republic succumbed to the Nazis in the 1930s. A ruling elite of political philosophers must make those decisions because it is the only group smart enough. It must resort to deception -- Strauss's "noble lie" -- to protect citizens from themselves. The elite must hide the truth from the public by writing in code. "Using metaphors and cryptic language," philosophers communicated one message for the elite, and another message for "the unsophisticated general population."

The recent outing of star New York Times reporter Judith Miller reveals how today's neocons use the media to conceal the truth from the public. For Straussians, telling Americans that Saddam didn't have WMD's and had nothing to do with Al-Qaeda, but that we needed to take him out for geopolitical and ideological reasons you can't comprehend, was a non-starter. The people wouldn't get it. Time for a whopper.

Miller was responsible for pushing into the Times the key neocon lie that Saddam was busy stockpiling weapons of mass destruction. This deception helped build support among Americans for the invasion of Iraq. Miller was no independent journalist seeking the truth nor a victim of neocon duplicity, as she claimed. She worked closely with Lewis "Scooter" Libby, who was U.S. Vice President Dick Cheney's Chief of Staff and responsible for coordinating Iraq intelligence and communication strategy. Libby is a Straussian who studied under Paul Wolfowitz, now head of the World Bank, and before that, deputy secretary of defense, where he led the 'Invade Iraq" lobby. Wolfowitz studied under Strauss and Allan Bloom, Strauss's most famous student.

Paul Wolfowitz's teacher, Allan Bloom, and another Straussian, Walter Berns, taught at the University of Toronto during the 1970s. They left their teaching posts at Cornell University because they couldn't stomach the student radicalism of the '60s. At Toronto, they influenced an entire generation of political scientists, who fanned out to universities across the country.

Two of their students, Ted Morton and Rainer Knopff, went to the University of Calgary where they specialize in attacking the Charter of Rights and Freedoms. They claim the charter is the result of a conspiracy foisted on the Canadian people by "special interests." These nasty people are feminists, gays and lesbians, the poor, prisoners and refugee-rights groups who are advancing their own interests through the courts at the expense of the general public, these Straussians allege.

The problem with their analysis is that the special interest which makes more use of the courts to advance its interests than all these other groups combined -- business -- receives not a mention. Deception by omission is a common Straussian technique. The weak are targeted while the real culprits disappear.

Harper's mentors

Harper studied under the neocons at the University of Calgary and worked with them to craft policies for the fledgling Reform Party in the late 1980s. Together with Preston Manning, they created an oxymoron, a populist party backed by business.

When Harper threw his hat in the ring for the leadership of the Alliance, Tom Flanagan, the Calgary School's informal leader, became his closest adviser. Harper and Flanagan, whose scholarship focuses on attacking aboriginal rights, entered a four-year writing partnership and together studied the works of government-hater Friedrich Hayek. Flanagan ran the 2004 Conservative election campaign and is pulling the strings as the country readies for the election.

Strauss recommended harnessing the simplistic platitudes of populism to galvanize mass support for measures that would, in fact, restrict rights. Does the Calgary School resort to such deceitful tactics?
Political philosopher Shadia Drury is an expert on Strauss, though not a follower, believes so. Such thinking represents "a huge contempt for democracy," she told the Globe and Mail's John Ibbotson. The 2004 federal election campaign run by Flanagan was "the greatest stealth campaign we have ever seen," she said, "run by radical populists hiding behind the cloak of rhetorical moderation."

A network is already in place to assist Harper in foisting his radical agenda on the Canadian people.

In 2003, he delivered an important address to a group called Civitas. This secretive organization, which has no web site and leaves little paper or electronic trail, is a network of Canadian neoconservative and libertarian academics, politicians, journalists and think tank propagandists.

Harper's adviser Tom Flanagan is an active member. Conservative MP Jason Kenney is a member, as are Brian Lee Crowley, head of the Atlantic Institute for Market Studies and Michel Kelly-Gagnon of the Montreal Economic Institute, the second and third most important right-wing think tanks after the Fraser Institute.

Civitas is top-heavy with journalists to promote the cause. Lorne Gunter of the National Post is president. Members include Janet Jackson (Calgary Sun) and Danielle Smith (Calgary Herald). Journalists Colby Cosh, William Watson and Andrew Coyne (all National Post) have made presentations to Civitas.

The speech Harper gave to Civitas was the source of the charge made by the Liberals during the 2004 election -- sure to be revived in the next election -- that Harper has a scary, secret agenda. Harper urged a return to social conservatism and social values, to change gears from neocon to theocon, in The Report's Ted Byfield's apt but worrisome phrase, echoing visions of a future not unlike that painted in Margaret Atwood's dystopian work, A Handmaid's Tale.

The state should take a more activist role in policing social norms and values, Harper told the assembled conservatives. To achieve this goal, social and economic conservatives must reunite as they have in the U.S., where evangelical Christians and business rule in an unholy alliance. Red Tories must be jettisoned from the party, he said, and alliances forged with ethnic and immigrant communities who currently vote Liberal but espouse traditional family values. This was the successful strategy counselled by the neocons under Ronald Reagan to pull conservative Democrats into the Republican tent.

Movement towards the goal must be "incremental," he said, so the public won't be spooked.

Regime change, one step at a time.

Community development approach to solving community issues

Real solutions in citizen centered government can come from engagement processes such as Study Circles. Study circles bring together small groups of people to learn about an issue affecting a community, discuss the issue, deliberate and develop options and preferences concerning a certain community issue. According to the report “Learning to Engage: Experiences with Civic Engagement in Canada”, the report states in regards to study circles, “They require participants to think through trade-offs and choices and work toward finding common ground.” Study circles can take place over a period of weeks or months. According to the report “Talking to Canadians: Citizen engagement and the Social Union(1998), prepared for the Canadian Council on Social Development, study circles generally progress through a three step dialogue process. Initially, participants reflect on how an issue affects them individually, listen to how it affects others within the group, and then identify actions for the issue. Study circles provide an opportunity for learning, education, dialogue, exchange, formation of informed opinion, and individual participation.
Town hall meetings generally involve open dialogue between political leaders, decision makers and members of the public. Most town hall meetings are issue based and provide an opportunity to hear informed opinion. Town hall meetings can many times only attract those that are in opposition to an issue and the most vocal residents are many times the only ones heard. The discussion process throughout the meeting is most often structured and can be manipulated. Sometimes participation in town hall meetings are pre-selected which leads to poor attendance.
Community development is more successful in communities that are part of a larger network- Synergy and a broader perspective is created in communities that are part of such a network. By gathering knowledge and skills from partner organizations, positive improvement and enhancement in a community can become a reality.

From my graduate studies and work in the not for profit sector and smaller communities, I have discovered by working with residents to develop solutions and programs, it is the first step in tackling community issues.

Thomas wants to move on crime

SUMMERSIDE – City residents may soon have the opportunity to publicly air their concerns about crime within Summerside.Coun. Cory Thomas, chairman of the city’s police committee, says he will be making a presentation to city council behind closed doors next month, to bring the contentious issue of municipal crime to the public forum.“I will be proposing to council some things that we could do,” he said. “I think it’s a good idea to get a group of related people with related interests together to discuss. I think it’s a good idea and I’d be willing to participate in it.”Thomas declined to make public his plans at this time saying he wanted to give city councillors a chance to discuss his ideas before putting them out in the public forum.Thomas said the issue of a public meeting into crime within Summerside is an issue that is very much alive and that “any amount of crime is too much crime.”He said the increasing incidents of crime are a priority with civic officials and the city continues to lobby the Province for a Safer Community Act.“What this does is it empowers a new provincial police unit which could use civil law to evict people ... that are committing crimes in the neighbourhood,” Thomas said. Thomas has presented copies of the Nova Scotia act to members of council and to Attorney General Gerard Greenan. He hopes to meet with Greenan in the near future to discuss implementing a similar act on the Island.Thomas said once mayor and council have had a chance to review his recommendations, work will begin in arranging the public forum.
